For companies, this means concrete obligations: for example, the provision of charging points in new construction or renovation of parking lots, third-party accessibility, and the application of standards around safety and energy management.

Legislation around charging infrastructure in Belgium
The obligations around electric charging infrastructure are set at different levels: federal, regional (Flanders, Brussels, Wallonia) and sometimes local (municipalities, cities).
Moreover, the rules are evolving, in view of the European Green Deal and the electrification of the car fleet. We summarize the current situation below
Flanders
New construction & renovation (EPB mandatory)
Since March 11, 2021, new construction or major renovations of nonresidential buildings with more than 10 parking spaces require the following:
- For each parking space, the infrastructure (pipes, gutters, cables) must be provided to later install a charging station.
- At least 2 fully equipped charging stations must be provided

Existing buildings
Starting in 2025, existing buildings with more than 20 parking spaces must have at least 2 charging stations.
Public accessibility
Companies that install charging points that can also be used by third parties must register them publicly. That registration is done through the MOBI registry.
Brussels
Buildings with parking spaces
In the Brussels Capital Region, charging infrastructure has been included in the Air-Climate-Energy Ordinance since 2022:
- For new or to be renovated buildings with >10 parking spaces, at least 25% of the spaces must be equipped with preparatory infrastructure.
- A minimum of 1 charging point per 10 parking spaces is required.

Electricity supply
Projects must be coordinated with Sibelga, the grid operator, regarding capacity and feed-in.
Wallonia
Similar commitments
Wallonia largely follows the European Energy Performance of Buildings Directive (EPBD) but with slightly slower implementation:
- Major renovations or new construction with >10 parking spaces must have loading preparation.
- By the end of 2025, every non-residential building with >20 parking spaces must provide at least 1 charging point for every 10 spaces.

Mandatory consultation with ORES or other grid operator is crucial.
Grants and tax benefits (by level)
Federal
- Cost deduction up to 150% for charging points (business expenses), valid until the end of 2024.
- VAT reduction on installation for public use subject to conditions.
- Mobility budget can be used for home charging solutions for employees.
Flanders
- VEA premiums for smart charging stations.
- Ecology Premium+ and SME Portfolio may be eligible, depending on the investment.
- Flemish Climate Fund also provides project subsidies for making business parks more sustainable.
Brussels & Wallonia
- Support through energy grants, innovation projects or Embuild pilot projects for sustainable mobility.
